Google historically does not comment in detail about how exactly Penguin or Panda work. After delving into the world of internal links and the effect this can have on sites, we are receiving reports from other industry insiders that internal links should not have a negative impact on SEO.
If you have a typical navigation, links in your footer and you have not keyword stuffed, you should be fine. With the majority of SEO practice, just keeping a balance will avoid problems in most cases. Simply avoid over optimizing.
Internal footer links are important and a great way to optimize your site. Investing some time in your sites navigation and including links where appropriate will help support your SEO efforts.
